PR calls for transparent, results-oriented local governance

The President of the Republic, Daniel Francisco Chapo, this Thursday in Maputo, defended transparent, competent and results-oriented local governance, capable of promoting inclusion, attracting investment and ensuring that the development of cities and towns is sustainable and focused on the well-being of citizens.
Opening the 14th National Meeting of Local Authorities, the Head of State called on mayors to exploit local potential and strengthen partnerships, both internal and external, with responsibility in the management of public resources.
During the event, which will take place over two days under the slogan "Towards Sustainable, Inclusive and Resilient Local Government Development", he stressed that this is a time for "deep reflection on the model of local governance that we are building in our country", highlighting citizen participation, effective decentralization and local solutions to local problems.
President Chapo pointed out that in 27 years of municipalization, Mozambique has grown from a few municipalities to 65, with "remarkable progress", such as the expansion of public services, greater accountability and an increase in revenue collection.
"With the municipalization process, decision-making power is closer to local communities," he said.
Acknowledging the challenges that remain, the statesman highlighted the need for greater creativity, institutional resilience and commitment to the democratic rule of law.
Among the difficulties, he pointed to the transparent management of resources, sustainable urban planning, transportation and mobility, equitable access to basic services and strengthening the technical capacity of municipalities.
He also lamented the negative impacts of the violent and illegal demonstrations that took place in the post-election period, which resulted in the destruction of infrastructure and losses to municipal revenues, citing the case of Matola as an example.
"We want residents, especially young people, to value the achievements of the Mozambican people, especially peace, love for others, national unity and reconciliation between Mozambicans," he said.
In the field of inclusion, the President of the Republic reaffirmed that municipal action must be based on the empowerment of youth and women and the integration of people with disabilities, the elderly and children.
He added that the resilience of municipalities requires creativity and innovation in disaster risk management, especially in the face of the effects of climate change.
Addressing concrete support instruments, he highlighted the recently launched Local Economic Development Fund (FDEL), which covers districts and municipalities, calling for "greater transparency in the selection of projects" and effective monitoring of their implementation.
He also mentioned the Infrastructure Land Project, which provides for the orderly expansion of settlements, with access to roads, water, energy, schools, hospitals, shopping areas and security infrastructures.
The Head of State urged mayors to ensure that urban interventions are aligned with Mozambique's Urbanization Policy, approved in 2024, whose aim is to "produce cities and human settlements where there is social equity, spatial inclusion and prosperity for all".
President Daniel Chapo ended by reiterating the Executive's commitment to "deepening the decentralization process, clarifying competencies, ensuring transfers of resources and promoting greater coordination between the different levels of government", calling on all leaders to take on "governance geared towards Mozambique's economic independence" and strengthening local councils as poles of development.
