Nampula: Contribuintes devem ao INSS mais de 600 milhões de meticais

Taxpayers registered with the compulsory social security system in Nampula province have accumulated a debt of around 662 million meticais in contributions, fines and interest on arrears, since the creation of the Provincial Delegation of the National Social Security Institute (INSS) in 1994, until June 2025.

The information was made public this week during the seminar to announce Decree 20/2025, which approves the forgiveness of fines and the reduction of interest on arrears for taxpayers and self-employed people in default. The announcement was made by the director of the Provincial Justice and Labor Service, Cachimo Raul.

According to the data presented, the debt involves 10,602 taxpayers in debt, out of a total of 20,480 registered, as well as 3,234 self-employed workers. Among the 260,246 beneficiaries registered in the system, more than 25,000 workers are in an irregular contributory situation.

Decree 20/2025, approved by the Council of Ministers on July 9, covers all taxpayers and self-employed workers who have not fulfilled their obligations. Only those who adhered to previous decrees forgiving fines and have not settled their payments are excluded.

Quoted by Rigor newspaperThe provincial director stressed that the government's decision recognizes the difficulties faced by companies in recent years, due to successive economic shocks: the Covid-19 pandemic, heavy rains, floods, cyclones and demonstrations that have damaged infrastructure and shaken the local economy.

"This decree aims to facilitate the settlement of debts, ensure the recovery of contributions to the system, guarantee full access to benefits for workers and stimulate economic activity," said Cachimo Raul.

Since the launch of the campaign to waive fines and reduce interest, the INSS Provincial Delegation has received 111 terms of adhesion, corresponding to around 10 million meticais: 2 million in contributions, 691,000 in interest on arrears and 8 million in fines.
