The award of a million-dollar tender to Future Technologies of Mozambique, SA, to provide development and operations services for a platform to digitize the cotton and oilseed value chains at the Cotton and Oilseeds Institute of Mozambique (IAOM), worth 130 million meticais, continues to fuel heated debates..

After complaints made by civil society organizations and the consequent response from the Ministry of Agriculture, Environment and Fisheries (MAAP), Global Titan Contabilidade e Auditoria, SA is now on the scene.

It denounces a series of contradictions, which it believes raise doubts about the legality of the process and the transparency of the minister responsible, Roberto Albino.

It should be remembered that last Wednesday (27), the MAAP announced the suspension of the controversial IAOM public tender and the start of an investigation into the legal compliance of the process that culminated in the award of the digitization of the cotton and oilseeds value chain to the company Future Technology of Mozambique.

Meanwhile, in a statement, Global Titan Contabilidade e Auditoria, S.A., says that "the suspension of the tender raises a number of concerns and doubts about the legality, transparency and good governance in the management of public resources". The institution believes that "there are no legal grounds for suspending the tender".

"The suspension occurred when the tender was already under prior review by the competent supervisory bodies. So far, no clear legal basis or specific article has been presented to justify this decision," he explains.

It adds that, in its official statement, MAAP declared that the companies Dona Wafica and Flamingo did not participate in tenders at the Cotton and Oilseeds Institute of Mozambique.

"However, without the publication of a documented list of all bidders and subcontractors, such claims remain without verifiable proof," he says.

According to Global, no declarations of conflict of interest or recusal signed by the members of the evaluation commission or the IAOM leadership were made available, documents that would be essential to guarantee independence and impartiality.

In addition to this anomalous situation, there was a lack of transparency about the properties and actual beneficiaries.

"There was no disclosure of the shareholder structure, the beneficial owners or any links to politically exposed persons (PEPs) of the winning entity, which compromises public confidence," writes Global Titan Accounting and Auditing.

The accounting and auditing firm states that there is no evidence that market studies, confirmations of budget availability or due diligence reports - mandatory elements in any public procurement process - have been delivered.

"Lack of technical compliance: to date, the terms of reference, eligibility criteria, evaluation grids and final ranking reports have not been published. Nor has it been clarified how the winning bid met the requirements of the seven mandatory technical modules."

The combination of these factors - the absence of a legal basis, the lack of disclosure and the refusal to publish essential documents - he adds, form a pattern of undue interference and administrative opacity, raising serious concerns about possible corrupt practices.

Global Titan Accounting and Auditing says that its message to society is that "transparency and accountability are not optional, but a constitutional duty."

"The suspension of a tender without explicit legal grounds and the lack of disclosure of central information threaten citizens' trust in public institutions and compromise the integrity of the economic system."

Global Titan Contabilidade e Auditoria urges the Minister of Agriculture, Environment and Fisheries, Roberto Albino, to publish the legal grounds for suspending the controversial public tender.

"Disclose the full list of bidders and subcontractors, make conflict of interest declarations public, reveal the actual beneficiaries and possible political connections of the winning entity and make the tender dossier, including the technical evaluation, fully available.

And, in the name of transparency and the public interest, the company "demands immediate measures to restore confidence and correct this process."
